Director of the National Federation of SCoT

Since 2018, Stella Gass has been the Director of the Federation of SCoT (Land Use Planning Schemes). She supports the board, elected officials, and technicians working on SCoT and participates in actions with numerous public and private partners. 363 SCoT, representing 80% of the total in France, are members of the Federation, which conducts studies, organizes training, and facilitates the sharing of experiences within the SCoT network. The Federation also represents elected officials, monitors and makes proposals within the legislative framework. It contributed to the work on the decrees of the ELAN law (modernizing SCoT and rationalizing the hierarchy of norms), as well as the laws aimed at combating climate change and strengthening resilience to its effects, and facilitating the implementation of objectives to fight land artificialization and support local officials. The Federation has conducted studies on new territorial planning models and renaturation. It contributed to the "Territorial Ecological Strategy" in partnership with the OFB and UPGE and has worked on new territorial narratives to support the change in territorial trajectories, in collaboration with CEREMA.
